A public hearing organized by the Ministry of Culture and Tourism to discuss enforcement of the Newspaper Law and Press Arbitration and Damage Redemption Law,[link widoczny dla zalogowanych], set to go into effect from July, has come under fire for biased selection of the chair,[link widoczny dla zalogowanych], presenter and participants.
The Ministry of Culture will hold its hearing under the auspices of the Korea Press Foundation at the Seoul Press Center on Thursday. Chonbuk National University journalism professor Gwon Hyeok-nam will chair the meeting,[link widoczny dla zalogowanych], with Dongeui University professor Mun Jong-dae presenting.
Gwon threw his weight behind one of the most controversial provisions of the bill last year when he said scrapping a restriction on the amount of stock the owner of a newspaper may own in his own newspaper from the Newspaper Law would make media reform a sham. He was also one of 350 signatories to a declaration calling for media reform in the first place. Despite this curtailed panel formation, it seems unlikely that disputes over the makeup will stop. Inje University professor Kim Chang-ryong is a regular on media criticism programs that target major newspapers. Lee Jae-guk, who will represent working journalists,[link widoczny dla zalogowanych], is vice-department head of the Kyunghyang Shinmun and headed a special committee on newspaper development for the Korean Federation of Press Unions. He wrote the Newspaper Law along with Shin Hak-rim. Editorial chief Jeong Un-hyeon of OhMyNews is another figure who has engaged in constant attacks on Korea's leading newspapers.
The ministry is taking flak for picking the panel in a haphazard way just four days ahead of the event. Im Cheol-su of the Korean Association of Newspapers said with the ordinance for enforcement of the Newspaper Law still under review,[link widoczny dla zalogowanych], it was hard to pick a candidate to recommend for the panel. Hanguk University of Foreign Studies professor Kim Eui-ryong said the point of a public hearing was to listen to opposing views that can help supplement the imperfections of a bill or policy under consideration. The actress Jeong Da-bin was found dead at a villa in Seoul��s affluent Gangnam district on Saturday,[link widoczny dla zalogowanych]. Jeong was found hanged with a towel in the bathroom at the home of a person only identified as Lee,[link widoczny dla zalogowanych].
Lee, Jeong��s boyfriend and the first to call the police, testified that Jeong came to his house very drunk in the early hours of Saturday morning and that he found her dead when he woke up around 7:50 a.m. According to police,[link widoczny dla zalogowanych], Jeong had been drinking with two friends at a bar in Cheongdam-dong and called Lee to come and pick her up since she was too drunk to go home. Lee joined Jeong for a drink and they arrived at his house in Samseong-dong at around 3:20 a.m.
Lee told police that Jeong had recently been depressed over her lack of work and the imprisonment of her previous manager. Police estimated Jeong died between 7:30 to 7:50 a.m.,[link widoczny dla zalogowanych], and though no note was found, police assume it was suicide since there were no immediate signs of foul play.
A memorial for the actress Jeong Da-bin is being set up at the Asan Medical Center in Seoul on Saturday.
Jeong, whose real name was Jeong Hae-sun, posted a note on her personal blog around 5:04 a.m. on Friday expressing a complicated state of mind. ��I am complicated, and I feel like I am going to die. I am angry without reason, and I might go mad��I feel like I have lost myself and my identity��The Lord came to me��I was about to collapse,[link widoczny dla zalogowanych], and he quietly lifts me up.��
The exact cause of death will be revealed by the postmortem. South Korea,[link widoczny dla zalogowanych], the U.S. and Japan heard the same story from Chinese State Councilor Tang Jiaxuan, who went to North Korea as China��s special envoy, but interpret it differently.
China says North Korea promised not to conduct additional nuclear test if the U.S. does not harass it and to return to six-party talks on its nuclear problem when the U.S. lifts financial sanctions. But in a reflection of their disparate interpretations of the North Korean nuclear crisis,[link widoczny dla zalogowanych], the three countries responded differently. A government official in Seoul commented it seems that the glass is always half full for some people and half empty for others.
South Korea and China
South Korea is interpreting the news positively. It notes that Tang said his visit to the North was "not in vain" and swiftly told concerned countries about it. The government here believes it is already a change that North Korean leader Kim Jong-il talked about suspension of a second nuclear test and returning to six-party talks at all, even if conditions were attached.
Government officials also point out that Kim��s remarks came after the North upped the ante with a series of steps from its missile tests in July to threatening a nuclear test to carrying it out. ��Maybe the remarks are meant to help the North adjust its position on the matter since it can��t make an abrupt U-turn,[link widoczny dla zalogowanych],�� a government official said.

But the U.S. and Japan, it seems, heard nothing from China. U.S. Secretary of State Condoleezza Rice said Saturday she did not receive any special message from Tang and made almost no comment about what the North said about its second nuclear test. Japan��s Nihon Keizai Shimbun reported that the explanation Chinese Deputy Foreign Minister Wu Dawei gave to the Japanese Ambassador to China does not include any comment on North Korea��s additional nuclear test.
Government officials here,[link widoczny dla zalogowanych], however,[link widoczny dla zalogowanych], believe the U.S. and Japan did hear the same story from China. But because of the conditions Kim mentioned,[link widoczny dla zalogowanych], they seem to have concluded that the North has not changed. Other officials also say Washington and Tokyo think of North Korea��s suspension of additional nuclear tests or other promises as mere diplomatic rhetoric because Kim Jong-il has no intention to negotiate at this point. The bird flu outbreak at a duck farm in Jeongeup in North Jeolla Province proved to be a highly pathogenic strain that can affect humans,[link widoczny dla zalogowanych], it emerged Monday. It follows a similar outbreak at a chicken farm in Gimje in the same province.
The Ministry for Food,[link widoczny dla zalogowanych], Agriculture,[link widoczny dla zalogowanych], Forestry and Fisheries said the outbreak reported on April 3 by a duck farm in Jeongeup turned out to be of the highly pathogenic H5N1 strain of avian influenza.
So far 372 people were infected with this virus in China and Southeast Asia,[link widoczny dla zalogowanych], 235 of whom died. Experts say the risk is minimized by cooking chickens or ducks and avoiding contact with infected poultry. No human infection of bird flu has been reported in South Korea.
